Nationwide Credit Recovery (NCR) has announced that it has acquired the assets of the 55 year old World Trotter Collection Agency (WTCA) and collection resources of 18 year old Target Billing and Collections (TBC). The new company is located in the new Ocean Ranch Commerce Center in Oceanside, CA. The acquisition was the merger of two powerful firms working in separate sectors of the collections industry while enabling technology and major infrastructure upgrades. This merger has joined large business and medical services collection needs in one dynamic and growing operation thanks to private equity funding.

NCR has consolidated both collection databases using “4D Collections Management” software by RZ Designs, a robust software platform providing standard features that include: Payment Plans, Payment Promise, Credit Bureau Reporting, Call Tracking, Interest and Payoff and State Regulations.  This multi-user system is based on a client/server architecture allowing for many more user connections by remote access. Most importantly, the system is anchored to an image paperless system for record keeping and verification documents.

WTCA has been in the business of collections since 1954 providing diversified collection services to major business firms in the San Diego County area; SDG&E, Cox Communications, Bank of America, various city governments, etc.  WTCA was founded by Morty Zlotoff, a long time collections professional.  WTCA was purchased by Ed Osuna, owner of Brush Collections, in 1996. After the purchase of WTCA, Ed added Creditor Remedies in 1998.  The three companies were merged and renamed World Trotter Collection Agency, Inc in 2004.

Brenda Norman, granddaughter of Morty Zlotoff and current collections manager of NCR, is a third generation collections professional.  Brenda started working with WTCA in 1978 as a part-time file clerk.  She has over 20 years of experience with the San Diego business community and will provide a level of expertise unknown to many of the local collection operations.  Brenda states: “I am very excited about the acquisition of World Trotter and look forward to the expansion and growth of our company.  I believe with the introduction of new technology we will be able to provide superior service to our clients, improving our overall recovery.”   

TBC has established and maintained a strong presence in the medical insurance billing, accounts receivable and collection service.  Collection services are provided to San Diego, Orange, Riverside and Los Angeles county medical service providers including lien and court appearances. TBC, one of the largest Workers Comp lien collection firms in California, represents a multitude of Healthcare providers in the collection of their Workers Comp medical claims.

NCR recognizes that performance is one of the critical determining factors clients must consider when choosing a collection agency.  The method of recognizing performance is simple; it is based on how much money is remitted back to the client. Nationwide Credit Recovery will practice a no recovery – no charge policy.  This trade first fee structure will yield the optimum value to their clients by not requiring any upfront fee or other costs.
